Richard A. Conroy Jr.

President / Co-Owner / Co-Founder

Richard A. Conroy Jr. has over 20 years of engineering and executive experience in the wireless communications industry. Prior to co-founding PierCon Solutions LLC in 1998, Mr. Conroy was employed by Wireless Systems Consulting (WSC) as the Director of Engineering Operations. While employed by WSC, Mr. Conroy was responsible for the design and implementation of Omnipoint’s all digital GSM Personal Communications System (PCS) within the NYMTA. Mr. Conroy has provided Engineering Management, design, process development, testing guidelines and expert testimony for Omnipoint Communications throughout Manhattan, Brooklyn, Queens, Staten Island, Westchester County and New Jersey.

Prior to his role at WSC and Omnipoint, Mr. Conroy was employed by Motorola Communications & Electronics, Inc, where he held the positions of Senior Systems Engineer, Lead Engineer and Senior Account Manager. Some of Mr. Conroy’s key accomplishments include the design and implementation of the NYPD 64 channel radio system and E911 center project. Successfully implemented detailed schedules and complex audio routing designs. Awarded Motorola’s Eastern Division Account Manager of the Year 1995.

Mr. Conroy holds a Bachelor of Science degree in electrical engineering as well as additional industry specialized training from various sources. Core strengths and skills include System Integration, Technical Presentations, Performing Needs Analyses, Project Management and System Engineering Design across the frequency spectrum from 40 MHz to 40 GHz.

As a technical consultant with a solid background in wireless theory and design, Mr. Conroy specializes in providing all aspects of wireless system design, implementation, and project management.

Glenn D. Pierson

General Manager, Co-owner / Co-founder

Glenn Pierson has over 22 years of engineering and executive experience in the wireless communications industry.

Prior to co-founding PierCon Solutions, LLC in 1998, Mr. Pierson was employed by Wireless Systems Consulting (WSC) as a Radio Frequency Engineering and Management Expert. At WSC, Mr. Pierson provided RF Engineering and design services to Omnipoint for the start-up PCS 1900 GSM network, trained Omnipoint engineers, headed the design and deployment of special projects and provided drive test evaluation and expert testimony.

Prior to roles at WSC, Mr. Pierson was employed by Bell Atlantic Mobile, where he held positions as the Manager of New Technologies, Manager of RF design, Senior Radio Engineer, Senior Support Engineer and Lead Radio Engineer. Mr. Pierson was also employed by Motorola Communications and Electronics, where he held a position as Senior Systems Engineer on the National Engineering Team.

Mr. Pierson holds a Bachelor of Science degree in electrical engineering and additional training with Bell Atlantic Mobile, WSC and Motorola, such as: Interpersonal Skills and Interviewing, Managing Technical People, GSM design and optimization, CDMA Engineering and Optimization. He is the co-author on two patent applications relating to cellular services and has been an instructor for Motorola and Bell Atlantic Mobile.

Andrew W. Ely, CHS

Director of Consulting, Mission Critical Communications

Andrew W. Ely has over 30 years of experience in communications, law enforcement, emergency management and homeland security. He is an accomplished and recognized expert in public safety communications with particular focus in System Design and Program Management.

In his various positions, Andrew has demonstrated the ability to perform needs assessments, resolve difficult technical problems, negotiate contracts, recommend significant program improvements and manage financial operations. His work has received outstanding professional recognitions and awards. He is also a consultant to the US Department of Justice, and with the International Association of Chiefs of Police.

Andrew Ely enjoyed a 23-year career with Motorola, serving in several key positions. As a project manager he oversaw and managed the installation and integration of:

  • The New York City Police Department’s conversion from VHF to UHF, and the installation of their microwave backbone
  • The creation of the IBM Staccato Project, the world’s first portable data system
  • The conversion of Nassau County (NY) Police from low-band to UHF along with a microwave backbone and county dispatch center
  • Supervised the New Jersey State Police system, the world’s first simulcasted 800 MHz trunking system

In sales, he was directly responsible for all of Motorola’s efforts for the New York City Police Department, Motorola’s largest domestic public safety customer, an account that resulted in excess of $30M in annual sales. He developed the "hot migration" plan that successfully transitioning NYPD to completely new 64-channel radio system and E9-1-1 center.

As an active member of the US Coast Guard Reserve, he holds the rank of Chief Petty Officer, and serves as the chief of reserve training and a federal law enforcement officer in an anti-terrorism tactical law enforcement command in New York Harbor. He maintains a secret security clearance and was named one of twenty “Major Innovators” in the US Coast Guard.

Mr. Ely is also a prior county emergency management coordinator, municipal and state law enforcement officer, and presently a reserve lieutenant in New Jersey’s largest sheriff’s office where he serves as a patrol supervisor. He is a certified New Jersey police instructor (basic, in-service and EVOC). A graduate of Seton Hall University, he has also holds certificates from George Washington University in Project Leadership, Management and Communications and in Risk Management and is Level III Certified in Homeland Security.
